How does it fit?

If the ring is way too small, that means we'll need to reduce the photo. By eyeballing the proportion of size of our target area to the relative size of the photo we can estimate the reduction required.

-> CUT the ring out of the layer
-> Resize Photo

PASTE the ring back in.

While it's active, we can move it around to get a better crop on the photo. If you missed your target size, just repeat the whole process. After a few of these you'll be able to guesstimate the reduction required on the first hit. (Note: you may want to open this diagram in a second window.)

Step 1 _ We know that feathering effects bleed over to BOTH sides of the selection, with a portion of the image actually beyond the selection.
__ We'll want to make a second selection INSIDE the original target selection so that the feathering will actually fit.
